Army: The United Pokemon Aliance (UPA)
Leader: Mewtwo
Base: Orange Islands
History: The cute critters said to have saved Nintendo in the mid 90's and sweaped the world by storm, still ever popular today. Giovanni, mastermind and leader of the infamous Team Rocket, had set himself a mission, to create the most powerful Pokemon ever, even stronger then Acreus itself using the DNA of the legendary Mirage pokemon Mew. For many years his Reserchers and various lackeys of Team Rocket searched the world for even a trace of Mew, untill they found a Xatu attop a great mountain, it spoke to them about a long lost temple, deep within a forest unknown to man and known only be few pokemon, The Temple of Mew. Apon finding it the researchers found it to be enriched with Mew's power and before long the researchers had uncovered small glowing hairs... they used this as the DNA needed.
There were many failed attempts at cloning a pokemon from such small DNA, this combined with everything the humans tired to add were the reasons, sometimes they were able to create a cloned Pokemon, but it would not live through the first five minuets of life, often killed by its own power. Untill eventually, they ahd finally done it. They created a Pokemon able to withstand great power and deal even greater power. They dubbed it Mewtwo, but what they failed to realise, was that Mewtwo was not happy about being the end result of these experiments, to be nothing more then their play toy... Mewtwo knew they cared nothing for it, it could not accept this to be its destiny, in rage Mewtwo tested out its new power, anialiting not only the lab but the entire surrounding area, killing all nearby and within the lab, without even lifting a finger...just simply by its own thoughts. Soon Giovanni arived to claim what was his, and he did so by making a buisness-like deal with Mewtwo. For years Mewtwo and Giovanni worked together, defeating more and more Trainers, reaching for the status of world recognisation and soon after, domination, but Mewtwo realised that Giovanni was no better then those he destoryed years ago and breifley left not only Giovanni but all islands inhabited by Humans. Mewtwo then stole Giovanni's idea and invited any and all trainers to face him and his clone pokemon. During this time Mew appeared, Mewtwo had always been haunted by Mew, knowing that it was nothing but a clone or Mew, Mewtwo faced Mew in a battle, as did the clone and normal Pokemon, this battle was stopped by Ash Ketchum, his sacraifse touched the heart of Mewtwo, realising its Wrongs Mewtwo left the island with Mew and the clones, setting them free into the wild and setting in the Orange Islands as Mew ventured of elsewhere.
As the Years went by Mewtwo noticed the growth of evil in the hearts of men, it noticed the increase of humans who cared nothing of their pokemon, but simply just wanted to be the best, it noticed many pokemon shunned by their human captiors due to their "low stats" or the fact they simply were not "Legendary" Finally Mewtwo snapped and decided that humans and pokemon could NOT live together, it wipped out all Humans in the Orange Islands, making it an off limits zone to any and all Human creatures. But this wasnt enough, as he heard thoughts of beings from other universes, they mocked the Pokemon races. Mewtwo then decided that it would make the universes pay and show them all the true power of pokemon. Now he plans to group all Pokemon together for this cause and has already started to do so, certain species of pokemon have begun to join this cause through the infulence of Mewtwo's personal Mesenger, Dragonite. Mewtwo plans to find other highly infuential Pokemon leaders so that his ideal shall become a reality.
Tech-tree:
There isnt much of a tech tree in Pokemon, you find certain pokemon, they evolve to become stonger. However, based on strength and the correct "Leader Pokemon", the tech tree is as follows:

As for Evolution I'm going to say that they need both a certain amount of days and the Rare candy items (Researched for 25 days for stage 1 evoluation and 50 for stage 2, although basic cannot go into stage two) Evolution just increases a units overall power, health,ect.
